Huawei Mobile Services (HMS) is Huawei's response to it being excluded from using the Google Play Services. It can almost be considered to be a replica, with very similar services and similar APIs. Huawei's market share is significant in the Android phone market and we're currently relying on Firebase and/or Google Play Services (GMS) for almost all of our apps. Since Firebase relies on GMS, HMS offers a possibility to serve that market share.
Why is this technology on hold?
Since Huawei was excluded from using Google Play Service, Google has been actively updating its Firebase libraries to remove the dependency on GMS. Today, all the Firebase libraries we use have been updated to remove this dependency (or make them optional), removing the need for us to look into alternatives like HMS

For mobile development, it also provides a handy tool to integrate push notifications into your application.
